anyone left out of the rankings attacked very late in the war, and was not rated (this does not count against you, so long as we're winning by a large enough margin)
anyone that had one attack early and one attack very late, if your second attack was worse than your first, it was thrown out
the time considered "late" in the war is two hours until war's end
rankings are subject to change, pending tweaking of the current formula (I'll let you guys know when it's in it's final form)
